How to import clothing from Turkey to Saudi Arabia, the UAE and Iraq

How to import clothing from Turkey to Saudi Arabia, the UAE, Qatar, Kuwait and Iraq: air, sea and road shipping, documents, Arabic labelling, conformity programmes, customs brokers and planning for Ramadan and Eid.

Short answer

To import clothing from Turkey to Saudi Arabia, the UAE, Qatar, Kuwait or Iraq, most brands ship by air for samples and urgent launches, by sea for larger orders and by road into Iraq. Every shipment needs a commercial invoice, a packing list and usually a certificate of origin, and some countries add their own conformity programmes, such as SABER in Saudi Arabia, and labelling rules in Arabic. Rules change often, so confirm the current requirements for your products with your customs broker or freight forwarder before you ship.

Key points

  • Air suits samples and urgent launches, sea suits larger orders, and road is the usual route into Iraq.
  • The core papers are a commercial invoice, a packing list and a certificate of origin.
  • Saudi Arabia runs its own conformity programme through the SABER platform, and Iraq has its own conformity rules for imports.
  • Labels in Arabic are required for some products and destinations, so settle the label before production starts.
  • Plan back from Ramadan and Eid, which move earlier every year in the Gregorian calendar.

Why Gulf and Iraqi brands produce in Turkey

Istanbul is a short flight from Riyadh, Jeddah, Dubai, Doha, Kuwait City, Baghdad and Erbil. That makes it practical to visit a manufacturer, check a fit sample in person or approve a fabric before production, instead of judging everything from photos.

Turkey is also strong in the categories these markets buy most: modest wear, kaftans, occasion dresses, eveningwear and tailoring. Fabrics, linings and trims are close at hand in Istanbul, so collections can be developed and adjusted quickly.

Air, sea or road

Air freight is the fastest option and the most expensive per carton. Brands use it for samples, small urgent quantities and launches tied to a fixed date such as Eid. Istanbul has direct cargo connections to the main cities of the Gulf and Iraq.

Sea freight costs less per carton and suits larger orders that are planned well ahead. Containers leave Turkish ports for the main Gulf ports, including Jebel Ali in Dubai, Jeddah and Dammam in Saudi Arabia, Hamad in Qatar, Shuwaikh in Kuwait and Umm Qasr in Iraq.

Road freight is the usual route into Iraq. Trucks cross the land border from southeastern Turkey and can deliver to Erbil, Baghdad, Basra and other cities. Some forwarders also run road services onward to the Gulf, depending on routes and conditions at the time. Ask your forwarder to quote door to door, including customs clearance, so you can compare options fairly.

Typical documents

Exact requirements depend on the country and the product, but a clothing shipment to the Gulf or Iraq usually needs the following.

  • Commercial invoice: seller, buyer, a clear description of each style, fibre composition, customs tariff code, quantities, values, currency, country of origin and the agreed Incoterm
  • Packing list: carton numbers, contents of each carton by style, colour and size, and gross and net weights
  • Certificate of origin, normally issued through a Turkish chamber of commerce, sometimes with legalisation or attestation when the destination asks for it
  • Transport documents from the carrier, such as an air waybill, a bill of lading or a road consignment note
  • Any conformity certificates the destination requires, such as the certificates issued through SABER for Saudi Arabia

Country rules in general terms

Saudi Arabia, the UAE, Qatar and Kuwait are members of the Gulf Cooperation Council, which has a common customs law and a largely shared customs tariff. Each country still has its own customs authority, importer registration and procedures, so the importer of record in each country matters.

Saudi Arabia checks many imported products through its SABER platform, where a product certificate and a shipment certificate are generally obtained before the goods arrive. Textiles also fall under Saudi technical rules that cover labelling and product information. The UAE, Qatar and Kuwait usually ask for a valid importer registration, and some destinations ask for documents to be attested.

Iraq has its own conformity rules for imported goods, which may involve inspection or certification before or at the border, and procedures can differ by entry point. Because these programmes are updated regularly, confirm the current rules for your products and your entry point with your customs broker before every new type of shipment.

Labelling in Arabic

Several of these markets require product information in Arabic, either on the sewn label, on a hang tag or on the packaging, and Saudi Arabia is particularly strict about it. Typical information includes fibre composition, country of origin, care instructions and size, and sometimes the importer's name.

Labels are sewn in during production and are costly to change afterwards. Agree the exact wording, languages and layout with your importer and broker before the bulk order starts, and approve a label proof together with the final sample.

Working with a customs broker and freight forwarder

A freight forwarder books the transport and coordinates the route. A customs broker, often in the same company, files the import declaration, classifies the goods and tells you which duties, taxes and fees apply. For most brands, one forwarder that handles door to door delivery is the simplest choice.

Agree an Incoterm in writing so everyone knows who pays for and arranges each step. Before the first shipment, send your broker a sample invoice and packing list and ask them to confirm the documents, certificates and labels your products need. At Flame, design, pattern making, sampling and production all happen in house in Istanbul, and we prepare the commercial invoice, the packing list and the request for the certificate of origin, so your broker receives a consistent set of papers with every shipment.

Seasons: Ramadan, Eid and summer

Ramadan, Eid al-Fitr and Eid al-Adha are the most important selling seasons for clothing in these markets. They follow the lunar calendar, so they move earlier every year in the Gregorian calendar, and a plan that worked last year will be too late this year.

Plan back from the date the stock must be in your store or warehouse: allow time for design, sampling and fit approval, fabric, production, quality control, shipping and customs clearance, and add a buffer for conformity certificates. Summer brings intense heat, holidays and travel, which shifts demand toward light, breathable fabrics, while weddings and family occasions keep eveningwear selling for much of the year.

Samples, payment and the first order

Start with samples. They are usually sent by express courier so you can check fit, fabric and finish, and once a sample is approved it becomes the reference for production. A first order of a few styles is a practical way to test the route, the paperwork and the customer response before scaling up.

Payment terms are agreed before production. Bank transfer is the most common method, often with a deposit before production and the balance before shipment, and some buyers use a letter of credit for larger orders. Whatever you agree, put it in writing together with the Incoterm, the delivery address and the labelling instructions.

Questions about this topic

Do I need a certificate of origin to import clothing from Turkey to Saudi Arabia or the UAE?

In most cases, yes. A certificate of origin issued through a Turkish chamber of commerce is a standard document for the Gulf, and some destinations ask for it to be legalised or attested. Confirm the current requirement with your customs broker.

What is SABER?

SABER is Saudi Arabia's online platform for product conformity. Many imported products need a product certificate and a shipment certificate issued through it before customs clearance. Which rules apply to your clothing depends on the product, so check with your broker.

Should I ship clothing from Turkey to Iraq by road or by air?

Road is the usual choice for regular orders because trucks cross the land border and deliver to most Iraqi cities. Air suits samples and urgent quantities. Ask your forwarder for door to door quotes for both.

When should I order clothing for Ramadan and Eid?

Plan back from the date the stock must be on sale, and remember that Ramadan and Eid move earlier each year. Leave time for samples, production, shipping, customs and any conformity certificates, and agree the schedule when you place the order.
